It's possible to develope it, yes. The only problem is people who usually try to do that are lazy. If you have perfect reletive pitch you will be just as talented, if not more, than those who have perfect pitch. The only difference is you don't hear notes, you hear intervals. By the time you are actually able to develope reletive pitch you can remember the frequency of 440 for days at a time, and can just find the difference between any tone you hear between that and A440. Why 440? Well if you ever do forget the note, all you have to do to hear it is pickup a phone (Most cases the dial tone is that particular frequency).

Sure you could try and develope it, but chances are you're not going to, and definetly not with that program. The only real way to do it would be subliminal. Just get a tape recorder, say a note, play it, and do that for every note, then have it repeat over and over in your sleep. Vai was able to develope his perfect pitch by doing so that way.

If you go after relative pitch, theres a lot to learn but you will be more knowledgable and you can depend on what you hear. If you go after perfect pitch chances are you will fail, your ear will be less dependable, and you'll get frustrated a lot easier because it's not a clear learning process. And when you hear an out of tune instrument, it will drive you crazy and even possibly throw off your pitch recognition, especially if you are around it alot (I guess that would only be caused by pianos which generally are not tuned as often as say a guitar, but if you're constantly playing/hearing an out of tune piano while trying to learn perfect pitch, it will cause for some problems). Whereas with reletive pitch, if you hear an out of tune instrument, you can simply adjust your hearing to the new tuning in seconds.
