Well the first one is from circa 1996 and the second one is from the Warped Tour 1997.

I'm confident none of them are from 1996. The first picture is from 1997. The second one could be either late '97/Vans Warped Tour '98 (Jan 1998) - The second one is definitely not a picture from the Vans Warped Tour '97.

i'd place it at spring 1998, based on mark's floppy blue hat. tom's hair was black all spring, except around the josie video shoot in april.

NEW SHOW DISCOVERY!

I found some old ticket stubs and I used to always write the bands on the back so one day (today) I'd be able to go back and reference who played. All of stubs I had matched the list except for one... 6/12/99. The show was 91X's X-Fest 99, and on the back of the ticket I have written: Blink-182, Buck-O-Nine, Sprung Monkey, The Specials, Ben Folds Five, and Punk Rock Karaoke. I can't find anything on the web about it but I trust my 20 year old self that they did play this show.

found proof for this X-Fest 1999 show thanks to @veeRob with the ticket stub (the actual date is 04/24/1999).

04/24/1999 The band performs at the Starplex Amphitheatre, part of the X-Fest 1999 Festival.

Mark's hair is slightly blonde on the sides, it can't be spring 1998 (March, April, May) because of that.

That particular blue hat is the one he used to wear during the Vans Warped Tour '98 shows in January 1998 (Note Mark's blonde hair on both sides too, note also the length)

1998-01-31:

Last time Mark had bleached his hair in 1997 was right after the European Tour '97 with Pulley+Lagwagon (Nov 1997) and kept it that way until Feb 1998 that faded away. (From mid Feb 1998 he only kept bleached the top part):

1998-02-14 (Note no more blonde hair on the sides anymore):

March 1998 (Note no more blonde hair on the sides anymore):

April 1998 Josie Music Video (Purple hair)

1998-04-26 (End of April - Same hat yep, however his purple hair started fading away and you can tell now's sort of light pink on the sides, his hair is also shorter than here)
Endof_April.jpg

Early May 1998 (Purple hair faded away and looked sort of "light pink").

After this in-depth dive into Mark's hair from late '97 to mid '98, we are pretty much limited to late '97 until the beginning of February '98. Being the Vans Warped Tour '98 the most likely date.

Man I feel jealous!, I should move to CA to enjoy the long spring season that you've got over there.

there is no winter, really. when i was a kid "winter" was just the two weeks off from school for the christmas holiday. maybe it rained a bit. maybe.
